internal/task: update gopls version and settings in vscode-go

Whenever a new gopls version is available and the settings changed,
vscode-go need to update the gopls settings by calling gopls api-json.

Otherwise the vscode-go repo presubmit fails.

In vscode-go, go run generate.go -gopls read the gopls from local, so
after gopls release is done, relui need to install the released gopls
and trigger the generate.go.

The gopls setting update only applies to vscode-go master branch. For
release branch, the coordinator will cherry-pick the commit manually.
