env: update Plan 9 image

In this new image, we changed the kernel
to decrease the TCP MSS from 1460 to 1420
to take into account GCE overhead and
prevent IP fragmentation.

Also change make.bash to set MTU to 1460
during startup.

Thanks to Brad for the help debugging.
