  "message": "internal/relui: adopt existing internal branches\n\nWhen the workflow is started, it assumes that the\ngolang/go:master branch is frozen. For a given set\nof release branches, they are created exactly once.\n\nIf cherry-picks land on the internal-* branches\nand require manual deconflicting, the task fails\nafter all cherry-picks are created. The coordinator\nis expected to wait for patch owners to fix up\nthe offending CLs.\n\nIf at any point the release workflow is retried,\nwe must not fail or attempt to mutate the existing\nbranch: Burning `Change-Id`s would invalidate\ndownstream invariants.
