sweet: add typescript-go to go-build benchmark
Building this repository revealed some inefficiencies in the compiler.
This change adds the main command from this repository (tsgo) as a
benchmark of `go build -a` (a cold build) so we can track improvements
and hopefully catch any future regressions.
For golang/go#72815.
