sweet: upgrade go-build

When building the Istio benchmark (istioctl/cmd/istioctl), the harness invoked go build
with its working directory set to the istioctl/cmd/istioctl package without providing an
explicit -o output path. This appears after we upgrade the build
targets.

Udpates golang/go#80564.
