arm64/arm64gen: support current system register XML

Update arm64gen for the current Arm A-profile system register XML.
Ignore unrelated archive entries, handle parameterized encodings that
use m or n bit slices, honor nonzero register minima, and locate the
MRS/MSR access mechanism instead of requiring it to appear first.

This allows the Go assembler system register table to be regenerated
with newer register definitions.

The generated Go assembler table update is CL 808441.
