arm64/instgen: handle features not in docvars.

This CL generates some missing instruction encodings filtered out by
feature check in instruction level.
The XML files sometimes may not populate the instruction level feature
field correctly. This CL tries to find these information at encoding so
that some instruction encodings don't get missed out.

This CL generates CL 767400.
