be2547bb59f297341800cf2d550c1f900dc91744 LUCI: separate "starting trybots" into its own paragraph, fix ToC
The first sentence explains how to start trybots, but it blends into
the rest of the details. Make it a separate paragraph to help it stand
out a bit more. Also split the following paragraph into shorter lines,
since that seems easier to read and might've been the intention.
Start all headings at h2 onwards instead of h1, since h1 overlaps with
the "Go Wiki: {page title}" h1 heading, and causes top-level sections "TryBots" and "Troubleshooting" not to show up in the table of content.
