blake2b: drop Go 1.6, Go 1.8 compatibility

Other packages already dropped compatibility with go < 1.12, so it
should be safe to remove it for this package as well.

This repository holds supplementary Go cryptography libraries.

Download/Install

The easiest way to install is to run go get -u golang.org/x/crypto/.... You can also manually git clone the repository to $GOPATH/src/golang.org/x/crypto.
